Contains paper files, cassette tapes, and another audiotape. The files primarily contain materials to assist consumer education, as well as information about Electronic Funds Transfer (EFT) and Automatic Teller Machines (ATMs), which was new technology at the time, with many articles describing the positives and negatives of them. The tapes include recordings of consumer conferences on consumer unions, consumer advocacy, and how businesses can keep the consumer in mind when making choices, as well as a talk on "What It Takes to Make Consumer Legislation."

This box contains booklets, correspondence, slides, minutes, speech scripts, notes, reports, and publications related to the KSU College of Engineering, as well as projects and organizations that Rathbone was involved with.
The KSU-related materials relate to the KSU College of Engineering Hall of Fame, the Advisory Council, evaluations, surveys, course ratings, and annual reports. There are also works Rathbone wrote for the University of Pittsburgh Department of Electrical Engineering.
The additional projects and organizations include the American Society of Engineering Education (ASEE), the National Society of Professional Engineers (NSPE), the National Society of Examiners for Engineering and Surveying (NCEES), the Accreditation Board for Engineering and Technology, Inc (ABET), and additional works that Rathbone wrote or presented.

This box contains photographs, maps, and framed correspondence with Major General J.F.C Fuller. These images largely feature pilots, planes, colleagues, family, and other personal and professional subjects. This box also contains a photographic slide and a VHS tape of The Case for the Roaring 2000s: Why it May be Boom Not Doom for Stock Prices Over the Next Decade According to Harry Dent.

There are surveys on if it will be popular, how much it would cost, and also fliers from an open house at Holton Hall. The second folder has “CTR for Student and Program Development- Research Unit 1976-1977.” And the third folder contains files from a student discrimination review committee from 1979.

There is also loose paper that contains other papers of Caroline Penie.
